Additionally, ATS provided the IMCOM external evaluation team with 141 MSEL inject observations and insights based upon interaction with the exercise participants. Throughout the exercise, the ATS team worked in-concert with WSMR’s lead exercise planner to ensure event injects appropriately challenged the EOC response and recovery functions, while maintaining optimum operational tempo. ATS’ team employed an exercise control cell to shape, affect, and support WSMR’s staff actions and HQ IMCOM’s external assessment. The scenario exercised 15 core capabilities, resulting in the installation’s ability to train five primary training objectives. The complex exercise challenged WSMR’s ability to synthesize information received from a variety of live and simulated sources, while synchronizing emergency management efforts amongst its tenant organizations and their senior leadership.ĪTS spent a total of eight-months to plan the exercise, design it, and develop the scenario to align with the WSMR Garrison Commander’s (GC) training objectives. The scenario triggered WSMR’s activation of the Emergency Operations Center (EOC), incident command, emergency medical response, search and rescue (SAR) operations, establishment of a primary safe haven, and an emergency family assistance center (EFAC). ATS simulated a monsoon flood in the region to stress WSMR’s response capability for: personnel injury, structural damage, disruption to critical resources, and degraded installation services. The exercise encompassed a one-day simulated flood designed to test the Garrison’s response at multiple locations across the installation.
